Managing Partner/Director

Ms. Caliandro is the Managing General Partner of Tower Management Service, L.P. and its largest unit holder.  She is a real estate professional with over 35 years of experience investing in and managing multifamily apartment communities.  From 1977 to 1981, a small group of partners (many of whom are still partners in Tower today) acquired approximately seven properties.  Realizing that in-house management was the best way to maximize the potential of those properties and insure continued growth of the business, Ms. Caliandro formed the management company in 1981.  In 1993, Tower consolidated all of its property/partnerships and the management company into Tower Management Service, L.P.  Since then Ms. Caliandro has served as the Managing General Partner of Tower. 

Today, Ms. Caliandro oversees a company whose portfolio of approximately 20 apartment communities features more than 2000 rental units.  She has assembled and directs a team of real estate professionals in finance, asset and property management, operations, leasing and marketing.  As the largest single owner of the company’s partnership units, Ms. Caliandro is firmly aligned in her interests with the firm’s 150 limited partners and focused on delivering value to them. She and her team pursue a management approach that is based on enhancing the performance and market position of existing properties while pursuing opportunities and executing strategies to add to the portfolio as appropriate.



Jon A. Schiavo, CPA

President/Director

Mr. Schiavo joined the senior management team of the Company in January 1991 and is principally responsible for assisting in the development and the execution of Tower's strategic planning, monitoring the overall performance of the Company, partnership management and partnership communication. In addition, Mr. Schiavo has the responsibility for the financial management of the partnership as well as the analysis and the execution of all merger and acquisition activities undertaken by the Company. Mr. Schiavo also serves the Company as a member of the Personnel Policy Committee.

Prior to joining Tower, Mr. Schiavo was involved in the rehabilitation and development of historic buildings in Philadelphia as well as high rise office and residential properties in mid-town Manhattan.

After receiving a Bachelors of Science Degree in Economics from the University of Delaware, Mr. Schiavo continued his studies and received his Certificate of Public Accountancy from the State of New Jersey.



David A. Dublirer

Vice President of Asset Management

Mr. Dublirer joined the senior management team of the Company in August of 1991 and is principally responsible for assisting in the development and execution of Tower's strategic plan and operation of the properties. In addition Mr. Dublirer serves the Company as a member of the Personnel Policy Committee.

Additional responsibilities include overall financial responsibility for all capital expenditures for the entire portfolio. He also has responsibility for overseeing environmental regulatory compliance for the entire portfolio.

Prior to joining Tower, Mr. Dublirer was involved in the rehabilitation and construction of new residential, commercial, and industrial projects.

Mr. Dublirer attended the American University with a concentration of studies in corporate finance. He is also an active member of the New Jersey Apartment Association.



Michael F. McDowell, CPA

Chief Financial Officer

Mr. McDowell joined the management team of the Company in August 1993 and is primarily responsible for executing financing transactions and the financial reporting and accounting functions of the Company, as well as the coordination of periodic and year-end engagements with the Company's outside accountants. He also serves as a member of the Personnel Policy Committee.

Prior to joining Tower, Mr. McDowell was an auditor with a regional public accounting firm, servicing a wide variety of clients including the predecessor entities of Tower Management Service, L.P.

Mr. McDowell graduated Magna Cum Laude from St. Peter's College with a Bachelors Degree in Accounting and a minor in Economics. Mr. McDowell continued his studies and received his Certificate of Public Accountancy from the State of New Jersey. He is currently a member of the New Jersey Society of Certified Public Accountants.



Barbara A. Perry

Director of Operations/Property Manager

Ms. Perry joined the Tower Management team in January 1994 as a leasing consultant.  She soon advanced to property manager, and in February 2004 was promoted to Director of Operations.

Ms. Perry is responsible for the direct management of one of Tower’s largest communities, Elm Estates.  As Director of Operations, Ms. Perry assists with developing and maintaining Tower’s rental policies, assisting the individual properties with their marketing and leasing activities as well as overseeing Tower’s administrative efforts.

Additionally, Ms. Perry is involved with certain State and Local compliance and regulatory matters, employee training, and assisting with personnel matters.



Wade Fawcett

Director of Grounds & Maintenance

Mr. Fawcett joined the Tower Management team in February 2004 as a maintenance technician at one of our NJ communities.  Through hard work and dedication, Wade was promoted to Head Superintendent, where he oversaw the construction of a new 27 unit building, as well as the day to day operations of another rental community in Summit, NJ. 

After completion of the construction, Mr. Fawcett began assisting other communities with maintenance projects and staff placement. 

In November 2015, Mr. Fawcett was promoted to Director of Grounds & Maintenance where he will continue his efforts of streamlining and prioritizing maintenance efforts throughout  the Tower Management portfolio.
